A block is essentially a block definition that includes block name, block geometry, base point to be used for aligning the block when you insert it.
Home tab > Block panel > Create
Enter the block name
Specify the base point
Choose Retain/Convert to block/Delete
Behavior: Scale uniformly/Allow exploding
The blocks are local, and can be use in the current drawing only.
